The C&BL opened in 1907 to operate 33 miles of trackage around the Bethlehem Steel Johnstown Works in Johnstown, Pennsylvania. The big mill closed in 1992 but today C&BL continues to serve a wire mill as well as other customers in the Johnstown area. During the period when the big mill was open, the C&BL typically kept a dozen switchers busy. The black a yellow paint scheme was shared by the other shortlines owned by Bethlehem Steel. The C&BL was owned by Lehigh Valley Rail Managment but has since been sold to another company.
